Submissions:
- The Competition is open to works with experimental character and radical spirit of any genre.
- The Competition is open to works of any format, such as screening, exhibition, performance, network-mediated works, outdoor projection, and etc.
- Everyone, regardless of age, gender or nationality, is eligible to enter the competition. Group work is also allowed.
- All works submitted should be completed no earlier than 1st of May 2008.
- Applicants shall select the presentation manner of submitted work from the following three categories and meet submission requirement of each category accordingly.

Works Created for Screening
Submit a total of 4 items.
- "Work" A full-length work, (appropriately formatted for selection) on DVD-VIDEO.
- "Submission Form" Completed submission form with applicant's signature.
- "Digital Still Images" No less than three images/pictures of the submitted work on CD-R.
- "Dialogue List (For work includes dialogue or commentary)" A .doc or .txt file of the dialogue in Japanese or English on CD-Rom.
Works Created for Exhibition
Submit a total of 5 items.
- "Proposal" A written proposal including the size of finished piece, installation view, and the direction of exhibition in Japanese or English.
- "Supporting Documents" Photos or audio data of the submitted work on CD-R or DVD.
- "Submission Form" Completed submission form with applicant's signature.
- "Digital Still Images" No less than three images/pictures on CD-R
- "Dialogue List (For work includes dialogue or commentary)" A .doc or .txt file of the dialogue in Japanese or English on CD-Rom.
Works created for means of presentation other than A or B
Submit a total of 5 items.
- "Work Full-length or partial work (appropriately formatted for selection)" on DVD-VIDEO.
- "Documentation of the work" (A) Written document(s) of the work include(s) the size of finished piece and the direction of proper presentation in Japanese or English.
- "Submission Form" No less than three images/pictures of the submitted work on CD-R.
- "Digital Still Images" No less than three images/pictures on CD-Rom.
- "Dialogue List (For work includes dialogue or commentary)" A .doc or .txt file of the dialogue in Japanese or English on CD-Rom.
- Applicants should provide all of the required items/documents and sufficient information for selection. Applicants who are notified by the Organizer for incomplete application shall to respond in such notification in a timely manner.
- Applicants are liable to all costs in relation to the submission process to the Organizer. The Organizer shall assume no responsibility for unforeseen incidents such as loss or damage of the submitted works until received prior to the receipt.
- All submitted materials will not be returned.
Judging:
The final decision of preliminary and final selection will be announced on the official website of the Festival.
Screening and Exhibition
- Acceptance of any award constitutes consent to screen or exhibit the submitted works without compensation during the Festival.
- The Organizer is entitled to screen, or exhibit the award-winning works on a non-exclusive basis upon the prior notice to applicants. Screening or exhibition that requires special preparation or installation shall be processed after the consultation with both the Organizer and applicants.
- Submission of works constitutes consent to reproduce or subtitle the submitted works in accordance with the provided dialogue list for screening or exhibition purpose.
- Acceptance of any award constitutes consent to screen or exhibit the submitted work at any related organizations or partnered festivals to the Organizer on a priority basis and without compensation, upon request from the Organizer.
Copyright:
- Applicants shall be the sole owner of all rights relating to the submitted work.
- Applicants shall warrant that the submitted work does not infringe all copyrights and neighboring rights, of any third party. Applicants shall assume responsibility for resolving all disputes arising in connection with the act of infringement without involving the Organizer and other stakeholders.
- Where a right to likeness or a copyright has arisen in respect of the subject of the submitted work or any person appearing in the submitted work, obtaining the consent of the original author, the subject of the submitted work or persons appearing in the submitted work (including consent for the screening or exhibition etc based on this Submission Agreement) shall be the responsibility of the Applicant. Upon the request from the Organizer, the Applicants shall submit a certificate of consent containing the signatures of the subject of the submitted work, persons appearing in the submitted work or other original authors.
- Applicants, who submit insufficient, misleading or fraudulent information during submission process, or do not comply with/breach these submission legal terms and conditions, could any time be excluded from consideration.
Publicity:
- Submission of works constitutes consent to the gratis use the submitted work and its still or moving images/pictures for advertising and publicity purposes on any means of media.
- Submission of works constitutes consent to use/edit parts of the submitted work in the production of previews and digests of the Festival.
Reproduction and storage of applicants' films:
Submission of works constitutes consent to reproduce the submitted works for events in relation to the Festival, partnership of the Organizer for screening or exhibition purposes after the Festival concludes, and to store the submitted work in the archive of the Festival.
Secondary use of Applicants' works:
Applicants shall grant to the Organizer a preferential negotiation right in respect of secondary use of applicants’ works (conversion to Videogram, TV and CS broadcast, etc).
Management of personal information:
Use of personal information of applicants collected during submissions process shall be restricted to activities in relation to the screening or exhibition of the awarded works in the Festival, including the submission of works in accordance with this Submission Agreement and publicity activities stated in Article 9. The Organizer will take reasonable and appropriate measures to keep personal information confidential and in a secure environment. Permission is required before the Organizer discloses personal information to a third party.
Changes to the content of the Festival:
Contents of the Festival and this Submission Agreement subject to alteration, change and suspension at the Organizer’s discretion. No applicants will be compensated in the course of such alteration, change and suspension.
Effect of the Agreement:
Submission of works constitutes consent to comply with the provisions of this Submission Agreement.
Jurisdiction:
Yokohama District Court shall be the agreed exclusive competent court of first instance for disputes relating to this Agreement.
Governing law:
This Agreement shall be governed by and construed in accordance with the laws of Japan. All disputes arising in connection with this Agreement, or further agreements resulting there from, shall be finally settled in accordance with the Rules of Japan
