Outsiders Various Art (OVA) first appeared in 1996 and in 2001 opened the “13 Tsubo Art Center” in Sakuragicho. Its focus is on children, the young poor, the disabled and social minorities including non-Japanese living in Japan. Various projects have been launched based on the relationships between these people, including exhibitions, film screenings, cafés, parties, concerts and workshops. The issue of “survival” and the issue of “expression” are considered side by side and the question of what art can do in a context of a complex social reality is explored and then put it into practice in everyday life. On the surface OVA appears to be relaxed and random but underneath a definite strategy exists.
